AUTHORIZATION TO CONTRACT WITH GOVRATE, INC. TO PERFORM A STORMWATER RATE STUDY.

BACKGROUND:

The City of Margate had a Stormwater Rate Analysis completed on September of 2015 by Raftelis Financial Consultants, Inc. that is attached. A new rate study is needed to accurately meet the funding needs of the Utility as the aging infrastructure continues to require maintenance and repairs. The new study will not only focus on the ongoing maintenance but it will take in to account the need for capital projects to include additional road drainage in areas that currently do not have drainage and repairs or replacements of seawalls on city owned canals and continued pipe lining.                     

 

The Public Works Department has received quotes from GovRate, Inc. and Raftelis Financial Consultants, Inc. which are attached. GovRate, Inc. quoted a rate to do the study not to exceed $14,000 and Raftelis Financial Consultants, Inc. quoted $64,280 to do the study.

 

The study does not include surveying and title work needed to determine ownership of the seawalls (a/k/a retention walls) along the canal nor does it address the allocation of legal responsibility for replacement, repair and maintenance as between canal front property owners and the City. With cost data in hand, the City will be in a better position to engage canal front property owners in discussions regarding replacement, maintenance and repair responsibilities.

 

 

RECOMMENDATION:

Recommendation to contract with GovRate Inc. to do prepare a Stormwater Rate Study.                     

 

FISCAL IMPACT:                     

$14,000 will be used from the Stormwater Budget to fund a Stormwater Rate Study.
