APPROVING EMERGENCY WASTEWATER PROJECTS FOR THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES (DEES). AUTHORIZING A CHANGE ORDER IN AN AMOUNT NOT TO EXCEED $1,028,256 FOR RFQ NO. 2017-017 EAST WASTEWATER TREATMENT PLANT UPGRADE AWARDED UNDER RESOLUTION 18-021 TO ALSO INCLUDE UPGRADE ENGINEERING FOR CRITICAL COMPONENTS OF THE WEST WASTEWATER TREATMENT PLANT; FURTHER AUTHORIZING THE FUNDING ALLOCATION AND EMERGENCY COMMENCEMENT OF ENGINEERING AND CONSTRUCTION FOR THE WEST WASTEWATER TREATMENT PLANT CHEMICAL FEED PROJECT IN AN AMOUNT NOT TO EXCEED $550,000; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:
Under Resolution 18-021, the City awarded RFQ 2017-017 - East Wastewater Treatment Plant Upgrade Engineering to Carollo Engineers, Inc. Subsequent to that award, a reevaluation of critical components within the West Wastewater Treatment Plant was necessitated due to the significant and potentially dangerous decline of those components. DEES personnel have concluded that an accelerated addressing of the replacement of critical components in both the East and West Wastewater Treatment Plants is the only reasonable course of action that can be taken in the interest of protecting the health and safety of the public.
Memoranda from DEES personnel to the City Manager are included. The City Manager concurs with the assessments made by DEES concerning the issues described.
Breakdown of anticipated costs:
$1,028,256 - Add the West Wastewater Treatment Plant to the previously approved engineering scope
