BACKGROUND: The School Board of Broward County’s PROMISE (Preventing Recidivism through Opportunities, Mentoring, Interventions, Support & Education) Program (“Promise Program”) is an alternative program for students who have committed a behavioral infraction that would normally lead to a juvenile delinquency arrest.

 

The Promise Program also addresses students who have committed infractions related to bullying and harassment.

 

The Broward County Chiefs of Police Association (“the Chiefs”) have concluded that they do not support the Promise Program, based on the manner in which the Promise Program is being implemented.

 

On February 27, 2019, the Chiefs submitted a letter to Robert Runcie, Broward County Superintendent of Schools, formalizing the Chiefs’ position that they do not support the Promise Program.                     

 

 

RECOMMENDATION: For Consideration by the City Commission
