PUBLIC HEARING AND RESOLUTION - APPROVING A SUBSTANTIAL AMENDMENT TO THE CITY OF MARGATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN FOR FISCAL YEAR 2018; PROVIDING FOR REDUCTION IN ALLOCATION; PROVIDING FOR FUNDING OF ACTIVITIES; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND:                     The City Commission is asked to approve a Substantial Amendment to the Community Development Block Grant (CDBG) Annual Action Plan for FY 2018 approved by Commission on July 3, 2018. On December 13, 2018, HUD notified the City that due to noncompliance with timely expenditure requirements, HUD reduced the City’s FY 2018 CDBG allocation by $185,726.  This reduction required Public Notice advertising the reduction as well as triggering a Substantial Amendment to City’s FY 2018 Annual Action Plan (AAP). Approval of the Substantial Amendment reduces total FY 2018 CDBG funding of $352,928 to $167,202; Purchase Assistance from $141,171 to $53,673.19; Residential Rehab (Minor Home Repair) from $141,1711 to $80,085.77; and Program Administration from $70,586 to $33,440.04.

 

Pursuant to the City’s ILA with Broward County, they will memorialize the Substantial Amendment reducing the funding levels as approved by the Commission via this action. 

 

 

 

RECOMMENDATION:                     Approve.

 

 

FISCAL IMPACT:                     $167,202 of FY 2018 CDBG and Program Income will be allocated to Purchase Assistance, Residential Rehab (Minor Home Repair), and Program Administration.
