RESOLUTION - APPROVING FIRST AMENDMENT TO INTERLOCAL CDBG AGREEMENT (ILA) BETWEEN BROWARD COUNTY AND CITY OF MARGATE.

BACKGROUND: This proposed Amendment to the Interlocal Agreement (ILA) between Broward County and the City of Margate would extend the term of the ILA by twelve (12) months through September 30, 2020, to provide for administration of the City's 2018-2019 Community Development Block Grant (CDBG) 44th Year Program funding. The Amendment to the ILA also provides for approval of administration of assistance to recipients that are eligible under all available program funding years. Approval of this Amendment is consistent with Housing and Urban Development (HUD) Citizen Participation Process and Commission's approval of Resolution No. 19-028 on March 20, 2019, approving a Substantial Amendment to City's 2018 CDBG Annual Action Plan.

This ILA only provides for the ability of the County to administer the funds. It is the consolidated and action plans, which must be approved by the City Commission, that dictate the level of funding that can be provided to each recipient. The current action plan provides for a cap of $50,000 in home purchase assistance and $40,000 in home rehabilitation. The ILA is written for consistency with these current program documents. The County and City staff recognize that, based upon the recently approved 2019-2022 Local Housing Assistance Plan (LHAP) for State Housing Initiatives Partnership (SHIP) program funds, that caps of $25,000 for home rehabilitation, $40,000 for special needs home rehabilitation, and $40,000 for purchase assistance, are preferred by the City Commission. The Resolution for this ILA provides for the City Manager to approve an amendment to this ILA, once the City Commission approves an amendment to the consolidated or action plans which are specific to CDBG funds.
