APPROVING AGREEMENT BETWEEN BROWARD COUNTY AND CITY OF MARGATE FOR OPTIONAL COUNTY SERVICES FOR HOUSEHOLD HAZARDOUS WASTE AND ELECTRONICS.

BACKGROUND:       Beginning on December 12, 2012, the City of Margate entered into an Interlocal Agreement (ILA) with the Broward County Board of County Commissioners to utilize the County’s Household Hazardous Waste, and Bulk Trash and Yard Waste programs on a fee-for-service basis. The current ILA is due to expire September 30, 2019.

 

Broward County’s Household Hazardous Waste and Electronics Program includes the “Paint it Broward” recycled paint program and provides permanent collection sites and remote collection events.

 

The Bulk Trash and Yard Waste Drop-Off Program provides permanent drop-off locations for Margate residents. Broward County has indicated that the significant increase to the rates for this program is because the County had subsidized these services for the first five years, with no cost increases to the ILA municipalities.

 

The City does not utilize the optional Keep Broward Beautiful Program and provides for an Adopt-a-Street Program in-house.

 

RECOMMENDATION:   Continue the House Hazardous Waste Drop program as it is a necessary and well used service to our citizens.  Discontinue the Bulk Trash and Yard Waste Drop Off Program as it is: 1) duplicative of the current weekly Bulk Trash Waste Pick Up Program; 2) comes with a more than doubling in cost; and 3) is being misused for commercial purposes.

Canceling the Bulk Trash and Yard Waste Drop Off Program creates a savings of $28,773 over current cost. Net fiscal impact of $12,788 reduction in cost over current.

 

*The ILA provides that the County has the right to increase the quarterly payment by an amount not to exceed three percent (3%) annually.
