RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN MBR CONSTRUCTION, INC. AND THE MCRA FOR THE DESIGN/BUILD OF THE SPORTS FIELD COVERED PLAY STRUCTURE IN THE AMOUNT NOT TO EXCEED $3,475,200.00; PROVIDING FOR AN EFFECTIVE DATE

BACKGROUND:  This project was originally designed by Saltz Michelson and put out to bid under MCRA 2018-04.  Four contractors responded, with total bid prices ranging from $3.497 million to $4.306 million.  Because the lowest bid received exceeded the limit set forth in the Competitive Consultants Negotiation Act (CCNA), the Board had to reject all bids. Upon rejection of the bids, the Board directed staff to pursue a Design/Build Agreement, using an abridged version of the Saltz Michelson design drawings and specifications as the Design Criteria for the project.

 

The CRA then advertised a Request for Qualifications (RFQ) for the design and construction of the project.  Six firms submitted qualifications for consideration.  A Selection and Evaluation Committee reviewed and ranked the six firms, with MBR Construction, Inc. receiving the highest ranking.  At the May CRA Board meeting, the administration was authorized to negotiate an agreement with MBR Construction, Inc.  This negotiated agreement, in the amount of $3,475,200.00 is presented for Board approval.                        

 

 

RECOMMENDATION:  Authorize execution of the Design/Build Agreement with MBR Construction.

 

 

FISCAL IMPACT:                       Not to exceed $3,475,200.00 under account number 340-0510-512.68-79.  The current budget in this account is $2,956,035, thus a budget transfer of $519,165.00 is required.
