AN ORDINANCE OF THE CITY OF MARGATE, FLORIDA; AMENDING ORDINANCE 2018-10 PROVIDING FOR THE ADDITIONAL COST OF THE WEEKLY BULK WASTE COLLECTION TO BE PLACED ON RESIDENTS’ UTILITY BILLS; PROVIDING FOR REPEAL; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CITY’S CODE OF ORDINANCES BY REFERENCE; AND, PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND: On November 4, 2015, the City Commission approved the Exclusive Franchise Agreement for Solid Waste and Recycling Collection Services from December 1, 2015 through September 30, 2021. Subsequently, Ordinance No. 2018-10 approved an amendment to the franchise agreement for solid waste and recycling collection services with Waste Management to change the level of service for bulk waste collection from monthly to weekly collection along with a $0.90 per household per month increase to the disposal portion of the residential rate. Ordinance 2018-10 also approved paying for the additional $0.90 per month fee utilizing the Citizen’s Project Initiative Fund through September 30, 2019.
At the August 28, 2019 City Commission meeting, direction was given (3-2) for the additional cost to be placed on residents’ utility bills and no longer funded through the Citizen’s Project Initiative Fund. Due to contractual price adjustments, the cost for FY 2020 is $0.92 per month. This fee will continue to adjust annually based on these contractual price adjustments to be passed thru to Margate residents on their utility bills.
RECOMMENDATION: For approval.
