APPROVING AN EXTENSION FOR THE BUSINESS INCENTIVE GRANT FOR VO AN VIETNAMESE RESTAURANT LOCATED AT 1821 N. STATE ROAD 7

BACKGROUND:                     The MCRA Board approved a Business Incentive Grant for Vo An Vietnamese Restaurant in an amount not to exceed $25,000 for interior construction of the commercial operating space for a new restaurant. The grant was approved via Resolution 592 on March 13, 2019 (copy attached).

 

The project includes a new ADA compliant bathroom, new bar area, kitchen equipment (hood and vent), new HVAC and duct work, painting, plumbing, a new electrical panel and new flooring throughout the operating space. The estimated cost of improvements is $135,885.

 

Per the Grant Agreement, all work was to be completed within 180 calendar days of the agreement.  Mr. Truong, the grant recipient, is requesting an extension of 45 days to finalize permitting. Mr. Truong explains in the attached letter that the interior and exterior improvements to his property are under the same permit number. He indicates that the interior improvements have been completed but he cannot call for final inspection and obtain Certificate of Occupancy until the exterior renovation is completed. He further explains that inclement weather has also created some delay.

 

CRA Staff has visited the site and confirmed completion of work as outlined in Mr. Truong’s extension request letter and staff has confirmed with the Building Department that several permits for interior improvements are tied to exterior improvements that are not a part of this grant.                     

 

 

RECOMMENDATION:    Approval

 

 

FISCAL IMPACT:  Up to $25,000. Funds for this project were encumbered in FY 2018-19; funds will need to be allocated for the expense in FY 2019-20 if the extension is approved.
