BACKGROUND:                                           Garbage, bulk, and yard waste collection and disposal fees along with recycling collection fees were set by Ordinance 2015-6 and amended by Ordinance 2018-10. Accordingly, these fees are paid by residents as a pass-through cost on their utility bills. However, there are other solid waste and recycling related expenses that are not included in the aforementioned ordinances. For example, recyclables processing is a separate agreement with Waste Management that was approved by Resolution 18-069. This service will cost approximately $370,000 per year or $2.62 per recycling customer per month in FY 2020. Please see the proposed FY 2020 rates in the backup.

 

The proposed FY 2020 rates in the backup are providing that the October and November 2019 billing for the highlighted items (Services not provided for in the Franchise Agreement) shall be charged simultaneously on the November 2019 utility bill.

 

This ordinance amends Section 19-3 of City Code to provide that all solid waste and recycling collection, disposal, processing, and related services shall be charged as pass-through costs on utility bills, unless otherwise specified in the agreement with the contractor.

 

This item was approved on First Reading at the October 2, 2019 Regular City Commission meeting with a 3-2 vote.

 

 

RECOMMENDATION:                     For approval.
