Title
CONSIDERATION OF AN ORDINANCE TO MODIFY HOURS OF OPERATION AND ELIMINATE SPECIAL PERMITS FOR EXTENDED HOURS FOR ESTABLISHMENTS LICENSED TO SERVE OR SELL ALCOHOL.
BACKGROUND: At the September 12, 2019 City Commission code workshop, there was discussion and consensus to amend the Zoning Code to restrict hours for establishments licensed to serve alcohol for consumption on the premises until 2am. The attached ordinance removes the special permits for extended hours, and standardizes hours until 2am for establishments licensed to sell or serve alcohol for consumption on the premises. While drafting this ordinance, staff did not propose any changes to the hours of package sales, which are only permitted between 7a.m. and 12 midnight. A consideration while reviewing this ordinance would be to allow unrestricted hours for packages sales sold by delivery only. The intent of providing a regulatory incentive to this service, such as unrestricted hours, is an effort to reduce the frequency of drunk driving in the City.
