A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING FIRE STATION #58 REPLACEMENT GRANT AGREEMENT BETWEEN STATE OF FLORIDA DEPARTMENT OF FINANCIAL SERVICES AND CITY OF MARGATE AND ACCEPTING $1,000,000 IN FUNDING PURSUANT TO THE GENERAL APPROPRIATIONS ACT FOR THE 2018-2019 FISCAL YEAR FOR THE PURCHASE OF PROPERTY FOR FIRE ADMINISTRATION AND DESIGN & RELATED SERVICES; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND:                     On March 16, 2018, the Governor signed off on the State of Florida Budget which included an appropriation of $1,000,000 for the City’s Fire Station #58 Replacement project. The City Commission on November 7, 2018 approved the Intent to Fund Agreement for Demolition and Construction of the new Fire Station with the State Department of Financial Services via Resolution 18-133.  Consistent with the scope of work previously approved by the City Commission, an agreement was executed with Saltz Michelson Architects (SMA) Architectural Services for the new Fire Station #58 replacement. SMA consulted with FPL, and at the direction of the City developed separate plans for a one, two, and three story replacement Fire Station.  As the projected costs for the revised scope of work to replace and construct Fire Station 58 exceeded $10M, the City reduced the scope/size of the originally proposed new replacement Fire Station #58.  This modification necessitated a Task Order for an Increase Scope of Work change to the SMA Architectural Services Fire Station #58 Agreement approved by City Commission on September 18, 2019.  

 

Subsequently, City staff had ongoing consultations with the State of Florida Department of Financial Services Legislative and Special Projects Coordinator regarding the status of the pending Fire Station #58 Grant Agreement and requested modification of the original scope of work to replace Demolition and Construction with Design & Related Services, as well as the Purchase of Property for Fire Administration to ensure the timely expenditure of grant funds.  After multiple conversations and a teleconference with the State, City staff provided the State with the City Commission approved SMA Task Order to Increase Scope of Work Change, Property Purchase for Fire Rescue Administration Agreement, and revised Fire Station #58 Replacement Project Description as backup to the City’s Scope of Work modification request.  On December 20, 2019, the State advised that the City’s request was approved, and the revised Project Description has been reflected in the Fire Station #58 Amended Grant Agreement.

 

The revised reimbursable project scope includes a combination of expenditures of up to $918,000 for the Purchase of Property for Fire Administration, and a portion of the $369,912 for Design & Related Services expenditures, not to exceed the Grant Agreement maximum of $1,000,000 by July 30, 2021.

 

 

RECOMMENDATION:                     For approval.

 

 

FISCAL IMPACT:                     Project costs are to be determined upon completion of the bid process. There is $5.2 million currently budgeted in the fiscal year 2020 budget for the replacement of Fire Station #58 which includes the grant funding.  A budget amendment will be completed to transfer funds from the General Fund to the General Capital Projects Fund to cover the additional $1,000,000 that will be needed.
