AWARDING RFP NO. 2020-003 - PARK IMPROVEMENTS - VINSON PARK TO MBR CONSTRUCTION, INC. IN AN AMOUNT NOT TO EXCEED $1,130,000 INCLUSIVE OF BASE SERVICES AND DELIVERABLES, OTHER PROPOSED SERVICES AND AMENITIES, ALLOWANCES, AND CONTINGENCY FUNDING; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:                                          

The City advertised for proposals for improvements to Vinson Park.  Proposal packages were provided to sixty-nine (69) interested parties and two proposal responses were received.  A Selection and Evaluation Committee (SEC) was formed and convened to review and evaluate the proposals received.  Both respondents (MBR Construction, Inc. and D.W. Recreation Services, Inc.) have performed well on prior or current projects for the City and/or CRA. 

 

MBR Construction, Inc. was selected by the SEC as the top ranked firm; receiving 468 points out of a possible 500 points from the SEC members. 

 

Summary of services and costs:

-                     Remove/Replace Existing Playground: $390,000.00*

-                     Remove/Replace Batting Cages:  $120,000.00

-                     Remove/Replace Dugouts: $140,000.00

-                     Water Feature:  $220,000.00*

-                     Irrigation:  $25,000.00

-                     Landscaping: $10,000.00

-                     Concession Building:  $40,000.00

-                     Sidewalks: $105,000.00

-                     Seat Wall at Splash Pad: 10,000.00 (added as Other Proposed Service or Amenity) 

-                     Extra Wide Sidewalks:  $15,000.00 (added as Other Proposed Service or Amenity) 

-                     Contingency: $25,000.00 (established by City)

-                     Permit Fee Allowance:  $30,000.00 (established by City)

 

*Note:  Staff will reallocate the type of catalog amenities in the Playground and Water feature categories to better represent the City’s park design objectives, and to allow for a design in accordance with our overall network of park infrastructure.  The two categories combined will not exceed $610,000. 

 

RECOMMENDATION:  Approve
