BACKGROUND: Over the last year, the Cities of Coconut Creek and Margate have been negotiating with Coral Springs for Dispatch Communications services. On November 21, 2019, the three cities reached a point of consensus (at the Staff level of each City) that a best and final draft Interlocal Agreement (ILA) was reached. Please note, that Margate's team is not in full favor of certain language of the draft ILA for dispatch communications. The 10-year ILA has extremely limiting language for termination, performance standards, and forced employment of 17 individuals should the City terminate the ILA. The ILA also addressed cost increases should Margate and Coconut Creek Fire separate. Although a final cost for services was not identified, staff was fairly confident that the costs were in the range of $2 million in year 1 up to $2.7 million by year 10.

At the conclusion of the 3-city staff meeting on November 21, 2019, Margate made it clear to all parties, that Margate could not take action on the Dispatch ILA until Margate and Coconut Creek addressed the future of the Margate-Coconut Creek Fire Rescue Services ILA set to expire September 30, 2021. In an email exchange during the months of January and February 2020, Coconut Creek requested that Margate take a position on the dispatch communications ILA by 5PM on February 6, 2020. In a response on February 5, 2020, Margate again reiterated that Margate could not take action on the Coral Springs Dispatch ILA without first addressing the future of Margate-Coconut Creek Fire Rescue ILA. Margate did not receive a response from Coconut Creek to a request for a meeting.
