Title
RESOLUTION - A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING AN INTERLOCAL AGREEMENT BETWEEN BROWARD COUNTY AND CITY OF MARGATE PROVIDING FOR FUNDING AND ADMINISTRATION OF THE FY 19-20 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE AND/OR SUBMIT ANY AND ALL RELATED DOCUMENTS TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; PROVIDING FOR EFFECTIVE DATE.
BACKGROUND: This proposed Interlocal Agreement (ILA) between Broward County and the City of Margate would provide for administration of $346,880 in CDBG funds for program year 2019-2020. The Agreement includes retroactive application to provide for approval of administration of assistance to recipients that are eligible under all available program funding years.
As recommended by U.S. Department of Housing and Urban Development (HUD), this ILA only provides funding for purchase assistance and home rehabilitation to eligible homebuyers and for the ability of the County to administer the funds. The ILA provides for a cap of $40,000 in home purchase assistance and home rehabilitation, as provided for in the Action Plan previously approved by the City Commission. The ILA is written for consistency with current program documents.
RECOMMENDATION: For approval.
FISCAL IMPACT: The County will draw down CDBG Funds directly from the U.S. Department of Housing and Urban Development (HUD) for payment of CDBG Program eligible expenses in addition to twenty percent (20%) of the total funding and Program Income for each fiscal year for administration costs for the County to prepare, implement, and administer the City’s CDBG program.
