A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING URBAN COUNTY COOPERATION AGREEMENT BETWEEN BROWARD COUNTY AND CITY OF MARGATE; PROVIDING FOR INCLUSION IN BROWARD COUNTY'S URBAN COUNTY DESIGNATION FOR RECEIPT OF FUNDS FOR FEDERAL FISCAL YEARS 2021 THROUGH 2023; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:

Participation length: three (3) federal fiscal years beginning October 1, 2021.
(October 1, 2021 - September 30, 2024). The City can choose to not renew the Cooperation Agreement after the three-year term with 90 days' notice.

Margate's participation in the Urban County program highlights:

1. Broward County would be responsible/accountable for all planning/administrative activities (e.g. Consolidated Plan, Annual Action Plan, CAPER Reports, IDIS, etc.).

2. The County, not the City, would be subject to monitoring by the HUD Miami Field Office and Auditing by the HUD Inspector General for the FY2021-2023 Program periods.

3. The City's CDBG funds would go through the County and be included in County's Urban County designation for receipt of CDBG funds from HUD. (Currently, it is the other way around.)

4. The City would select eligible CDBG programs and activities annually. The funded activities would be administered according to the County's programmatic and implementation guidelines and procedures during the FY2021-2023 periods.

5. As long as an activity is eligible and feasible under HUD guidelines (including infrastructure & public facilities), there is no issue with the County including it in the Consolidated Plan and respective Annual Action Plans, and the County will administer the HUD approved activities.

6. Regarding maximum amounts per home for purchase assistance and minor home repair (rehab), the City's caps align with the County's currently. The County has not changed its amounts in many years and foresees no adjustments in the near fut...
