A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING FIRST AMENDMENT TO AGREEMENT BETWEEN BROWARD COUNTY AND THE CITY OF MARGATE FOR PARTICIPATION IN THE CONSOLIDATED REGIONAL E-911 COMMUNICATIONS SYSTEM AND FIRST AMENDMENT TO THE REGIONAL INTERLOCAL AGREEMENT BETWEEN BROWARD COUNTY AND THE CITY OF MARGATE PROVIDING FOR COOPERATIVE PARTICIPATION IN A REGIONAL PUBLIC SAFETY INTRANET; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND:                     On August 21, 2013, the City Commission approved Resolution 12-371, providing for an Agreement with Broward County for Participation in the Consolidated Regional E-911 Communications System, (“Participation Agreement”), in order to promote the public health, safety, and general welfare by improving the safety of first responders and persons residing or traveling in Broward County, eliminating or reducing call transfers that result in delayed responses, and facilitating the migration to consolidated new technologies, among other benefits. 

In conjunction with entering into the Participation Agreement, the City Commission also approved Resolution 12-369, entering the City into a Regional Interlocal Agreement (“RILA”) with Broward County to allocate responsibilities for the deployment of technical resources and responsibilities for the countywide public safety communication systems.

This agenda item provides for amending both of these Agreements. County Administrator, Bertha Henry, has advised that these amendments are needed to, “…align the performance standards and engagement process with the Operator Agreement with the Broward Sheriff’s Office, to ensure compliance with Criminal Justice Information System (CJIS) or Florida Department of Law Enforcement (FDLE) requirements, and to permit municipalities to procure special municipal services above the base level of services.” Further, these amendments will allow for utilization of third-party vendors for maintenance on subscriber radios and updates to Standard Operating Procedures.

                     

 

RECOMMENDATION:                     For consideration by the City Commission.

 

 

FISCAL IMPACT:                     Fiscal impact is not able to be determined at this time. The pricing for outside the baseline of service has not been provided and what the baseline includes is not clear.
