Title
APPROVING A PETROLEUM CLEAN-UP PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR MCRA GAS STATION FACILITY FORMERLY LOCATED AT 1291 NORTH STATE ROAD 7

Body

BACKGROUND: The site location at 1291 North State Road 7 was previously home to a gas station until 2008 when all the fuel dispensers and storage tanks were removed. Records from the Florida Department of Environmental Protection (FDEP) indicated that four discharges occurred on the site during the period 1984 through 2005. Background information about the incidents and subsequent remediation actions taken are detailed in the attached Well Abandonment Report dated January, 2020.
As noted in the report, the project site was determined to be eligible for state-funded assistance under the Petroleum Cleanup Participation Program in 1997.

In March, 2019, the MCRA hired Gator Engineering & Aquifer Restoration, Inc. GEAR recommended a Site Rehabilitation Completion Report with No Further Action pending well abandonment. Broward County's Department of Environmental Protection concurred with their report. In December, 2019, the wells were abandoned.

Since then, FDEP has determined that some additional monitoring was needed before they would issue a No Further Action Report. The scope of work proposed will entail the installation of several monitoring wells and ongoing sampling for an unspecified period of time, depending on the sampling results (estimated at one year or less.) The agreement also requires the MCRA hire the contractor from a State approved list to conduct the work; the MCRA would look to re-hire the environmental contractor that had been working on this project...
