APPROVING CHANGE ORDERS TO THE COVERED SPORTS FIELD PROJECT: CHANGE ORDER NO. 1 IN THE AMOUNT OF $50,000 AND CHANGE ORDER NO. 2 IN THE AMOUNT OF $16,150 TO THE COVERED SPORTS FIELD PROJECT CONSTRUCTION AGREEMENT WITH MBR CONSTRUCTION, INC.
BACKGROUND: Two change orders are proposed for the Covered Sports Field Project. Change Order No. 1 is necessary to satisfy permitting requirements imposed by Broward County and Change Order No. 2 provides a timely opportunity to install a centralized special events electrical system in the adjacent parking lot.
The permitting of this project through the Broward County Surface Water Management Division proved extremely challenging, requiring extensive evaluation of alternatives and lengthy negotiations with County staff. There were several factors causing the permitting difficulty: the CRA’s goal to maximize the size of the covered field, leaving little remaining area on the property for storm water retention, the County’s treatment of artificial turf as 100% impervious, the overlay of the Cocomar District, which maintains higher water levels within its boundaries and more stringent standards adding to the onsite storage requirements. Potential solutions were either economically infeasible or would require significant downsizing of the facility; however, the County finally allowed a new approach which involved raising the elevation of the field and creating storm water storage in a rock layer below the field.
The actual cost to elevate the field with underlying drainage rock is in excess of $70,000; however, the Contractor has agreed to absorb its labor, overhead and profit for this work which, through negotiations reduced Change Order No. 1 to $50,000.
Change Order No. 2 provides for a centralized, underground power system for special events that will allow vendors, food trucks and other organizations to plug into receptacles located on each island in the parking lot, thereby eliminating the need for multiple generators during special events at the Sports Complex. This system will be installed immediately adjacent to the Covered Sports Field by the GC and Electrical sub-contractor who are already mobilized and working on the site. This change order covers all labor and materials for a transformer, generator docking station, installation of conduit and electrical wiring under the parking lot and receptacles. The amount of Change Order No. 2 is $16,150.
RECOMMENDATION: Approval
FISCAL IMPACT: $66,150 to be funded by means of a Budget Transfer from the CIP-Projects Contingency account. Approval of the Budget Transfer is presented under a separate agenda item.
