BACKGROUND:
In March 2018, under Resolution 18-021, the City awarded RFQ 2017-017 - East Wastewater Treatment Plant Upgrade Engineering to Carollo Engineers, Inc. in the amount of $496,623.

In February 2019, under Resolution 19-012, the City authorized a change order in the amount of $1,028,256 to Carollo Engineers, Inc. to implement significant scope modifications to the project to increase the capacity of the East WWTP by 2 MGD and to make that plant the primary WWTP in preparation for upcoming renovations to the West WWTP. Some of the primary changes included an additional secondary clarifier for redundancy, site modifications to the WTP and the drainage dumping station to accommodate the new clarifier, significant electrical power distribution upgrades, and significant SCADA system upgrades.

Currently, we have reviewed the project and, given the plant's location within a residential area, we believe it to be prudent to manage the odor and the noise generated from the proposed equipment and processes in this plant. As such, we believe it appropriate to include a noise study and add odor control to the project. Because the East WWTP is now intended to become the primary WWTP for the City, it is appropriate to have robust redundant processes within this plant.
