Title
A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AWARDING REQUEST FOR PROPOSAL (RFP) 2021-004 - GARBAGE AND RECYCLING COLLECTION SERVICES TO REPUBLIC SERVICES OF FLORIDA, LIMITED PARTNERSHIP (“REPUBLIC”) AND AUTHORIZING THE ADMINISTRATION TO NEGOTIATE A FRANCHISE AGREEMENT.
BACKGROUND: The City’s current contract with Waste Management for garbage and recycling collection services is set to expire on September 30, 2021. A request for proposal (RFP) was issued on February 25, 2021 and three proposals were received in response to the RFP. The three responders were Republic, Coastal Waste & Recycling, and Waste Pro. A selection and evaluation committee (SEC) was formed to evaluate the proposals based on the criteria outlined in the RFP. The RFP process resulted in the SEC recommending Republic Services of Florida, Limited Partnership (“Republic”) be awarded the exclusive franchise agreement.
RECOMMENDATION: The SEC recommends the City Commission authorize City staff to negotiate a franchise agreement with Republic, the highest ranked firm, to provide the requested services including the following residential services:
• Twice per week garbage collection
• Once per week separate recycling collection
• Once per week unlimited commingled collection
FISCAL IMPACT: Contract Year 1 Revenue: $1,615,000
This revenue includes fees for the franchise, solid waste activities, solid waste staff, special activities, and preparation of agreement (year one only). The franchise fee and solid waste staff fee will be adjusted annually based on the consumer price index (CPI).
Costs to residents are dependent on service options selected.
