A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, RELATING TO THE PROVISION OF FIRE RESCUE SERVICES, FACILITIES AND PROGRAMS IN THE CITY OF MARGATE, FLORIDA; ESTABLISHING THE ESTIMATED ASSESSMENT RATE FOR FIRE RESCUE ASSESSMENTS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2021; DIRECTING THE PREPARATION OF AN ASSESSMENT ROLL; AUTHORIZING A PUBLIC HEARING AND DIRECTING THE PROVISION OF NOTICE THEREOF; AND PROVIDING AN EFFECTIVE DATE.

BACKGROUND: This initial rate resolution initiates the annual process for updating the Assessment Roll, directs the reimposition of Fire Rescue Assessments for the Fiscal Year beginning October 1, 2021, and amends and restates the Initial Assessment Resolution.
In Fiscal Year 2021, Coconut Creek notified the City that it would not be renewing its contract for fire services after the end of the fiscal year. As a result, the City is now exploring different options for a three station department. The estimated increase to expenditures for Fiscal Year 2022 is $3.5 Million. In order to help fund this increase, staff is recommending an increase of $50 to the annual residential fire assessment. This increase will bring in approximately $1,350,000 of additional revenue for the General Fund. The fee is still below the maximum allowable fee of $367 that was calculated in the 2016 study.
RECOMMENDATION: For approval.
FISCAL IMPACT: The Fire Rescue Assessed Costs to be assessed and apportioned among benefited parcels pursuant to the Cost Apportionment and Parcel Apportionment for the Fiscal Year commencing October 1, 2021, is estimated to be $12,866,646. The Fiscal Year 2022 budgeted revenue will be $10,400,000 after buy-downs and pre-payment discounts.
