AN ORDINANCE AMENDING THE CODE OF THE CITY OF MARGATE, FLORIDA, CHAPTER 39 WATER AND SEWERS - DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES, ARTICLE VIII - CROSS-CONNECTION CONTROL/BACKFLOW PREVENTION, SECTION 39-108 AND ADDING NEW SECTION 39-111; PROVIDING FOR RESPONSIBILITY FOR INSPECTION OF THE BACKFLOW PREVENTION SYSTEM; PROVIDING FOR FEES TO BE SET BY RESOLUTION OF THE CITY COMMISSION; PROVIDING FOR REPEAL; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND: Article VIII - Cross-Connection Control/Backflow Prevention, provides for annual testing of backflow prevention assemblies. Current Code provides for the property owner to hire their own inspector and submit the reports to the City. This proposed ordinance will provide that the property owner will pay the City for the annual inspection, and the City will engage the services of a contractor to conduct the inspection. The City will utilize the services of Hydro Corps, Inc. to administer the inspection and reporting requirements of this Article. As the City is able to negotiate a volume contract rate with the vendor, the actual cost for the inspection will be lower for the individual property owner.
RECOMMENDATION: For approval
FISCAL IMPACT: Fees to be provided for by resolution will cover the cost of the inspection and associated administrative costs. No additional revenue or cost to the City is anticipated.
