A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING AN EXTENSION AND AMENDMENT TO THE CONTRACT BETWEEN THE CITY OF MARGATE, FLORIDA AND J & J TOWING, INC. FOR PROVIDING TOWING AND WRECKER SERVICES TO THE CITY; PROVIDING FOR SERVICE AND ADMINISTRATIVE FEES AND REMITTANCE; PROVIDING FOR TOWING RATES IN ACCORDANCE WITH RATES ESTABLISHED BY BROWARD COUNTY AS MAY BE AMENDED FROM TIME TO TIME; PROVIDING FOR AN INITIAL FIVE-YEAR EXTENSION AND AN OPTION FOR ONE ADDITIONAL FIVE-YEAR RENEWAL SUBJECT TO ADMINISTRATIVE APPROVAL; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND: The City currently contracts with J & J Towing Services, Inc., a local towing company located within the Margate downtown area and less than a mile from the City center. Due to the quality of services provided to the City by J & J Towing over the years, Police Department Staff has recommended the extension and renewal of the towing and wrecker services agreement. Extending the agreement with this local full-service provider will ensure that the needs of the Police Department related to the towing and storage of vehicles that are part of an active police investigation will best be met. Additionally, storage of vehicles towed due to accidents or other reasons will be in close proximity to any location within the City limits, and therefore, towed vehicle owners will be able to more conveniently access their vehicles later.
The amendment further allows for the implementation of a twenty-five percent administrative fee that will be calculated and accessed based on the base hook-up tow rate only.
RECOMMENDATION: Approve contract extension and amendment
FISCAL IMPACT: Service fee revenue shall be $52,000 annually. Additional revenue derived from the towing administrative fee is to be determined based on the number and class of tows provided.
