BACKGROUND: The existing Agreement between the City of Margate and Broward County provides for the County to receive the City's State Housing Initiatives Partnership (SHIP) program funding and administer the City's SHIP allocation to Margate residents. Under the current agreement, the City adopts the County's Affordable Housing Advisory Committee (AHAC) report by Resolution of the City Commission, rather than create a separate AHAC and undertake the reporting requirements associated with the AHAC.

The responsibilities, composition, and reporting requirements for the AHAC are outlined in Section 420.9076, Florida Statutes ("F.S."), and Chapter 67-37.010, F.A.C. These requirements include the preparation of an annual report, which evaluates established policies, procedures, ordinances, land development regulations and the comprehensive plan, and recommend changes to promote affordable housing, if necessary. State statute requires that the annual AHAC report must address the implementation of affordable housing incentives in eleven (11) areas and may also include other affordable housing incentives identified by the AHAC in accordance with Section 420.9076(4)(k), F. S.
