BACKGROUND:                     DEES has recently completed construction of a new coagulant feed system in its West Wastewater Plant and requires bulk liquid coagulant to operate that system.  This chemical will bind solids and other dissolved particles within the clarifier units to aid settlement and removal of these particles from the treated wastewater. DEES staff conducted extensive testing on a variety of bulk liquid coagulants, and found the most effective and appropriate product for the City’s wastewater system to be the Aquahawk 607A bulk liquid coagulant from Hawkins, Inc.  The quantity of coagulant required to achieve the desired performance of the system will cost in the magnitude of $25,000+/- per month, so a sole source approval is requested to facilitate the procurement of this necessary chemical.
