BACKGROUND: The petitioner is requesting permission to change the occupancy from business office to place of worship. Section 31-33 of the Code of the City of Margate provides a definition of ‘building permit’, which includes any permit for an existing building which would involve a change in the occupancy group of a building as described in the Florida Building Code. Section 31-38 provides that prior to the issuance of a building permit, a site plan shall be approved for any building other than a single-family or two-family home on a platted lot. Section 31-34 of the Code of the City of Margate provides that the Development Review Committee shall review all site plan other than those for a single-family or two-family home on a platted lot.
