APPROVAL OF RESOLUTION AUTHORIZING A WAIVER OF BID AND AWARD OF DESIGN/BUILD CONTRACT TO MBR CONSTRUCTION INC. AS A PIGGYBACK OF BROWARD COUNTY PURCHASING CONTRACT (PARK IMPROVEMENTS AND CONSTRUCTION) IN AN AMOUNT NOT TO EXCEED $1,265,000 FOR DESIGN AND CONSTRUCTION OF SERINO PARK RENOVATIONS

BACKGROUND: As directed by the Board, Staff prepared a design/build criteria package which provided the conceptual project scope and other requirements for Serino Park improvements. This package also served as a basis for negotiations of the subject Agreement, based on a piggyback of an existing Broward County agreement for Park design/build projects with MBR Construction.

The proposed improvements include: Construction of new Male/Female restrooms with janitor's closet and an outdoor drinking fountain/bottle filler; removal of existing playground, installation of new playground with safety surfacing, picnic pavilion and installation of a fitness court. It also includes other amenities and needed improvements, including: seal, coat and restriping of the existing parking lot; re-sodding the pervious areas of the park with St. Augustine Floratam Grade A sod; addition of twelve (12) Royal Palm trees (at 20' overall height) at the southern property line with decorative up-lighting; installing decorative up-lighting to existing trees; and related grading, drainage, hardscape, landscape, irrigation and utilities improvements associated with the aforementioned improvements.

The Agreement requires that the work be completed within 240 days after permits are obtained. The contract amount includes $115,000 of contingency funds for permit fees and other additional costs approved by the MCRA.
