PRESENTATION OF CONCEPTUAL PLANS FOR SW 6TH STREET STREETSCAPE IMPROVEMENTS PROJECT FOR DISCUSSION AND POSSIBLE ACTION

BACKGROUND: The Board has directed Staff to move forward with improvements to SW 6th Street, as part of commitment in the 2017 CRA Redevelopment Plan, and specifically Goal III of the Goals and Objectives, Section 3 - Neighborhood Impact of Programs (Effect on Traffic, page 33) of the Plan, which states:

 

“……. As the existing roadway network provides considerable connectivity with arterials and connectors, the Agency shall emphasize the need to improve those roadways within the Community Redevelopment Area. Improvements planned for residential streets will focus on beautification, traffic calming, and bicycle/pedestrian safety. The CRA will advocate for complete streets throughout the CRA District--those that are designed and operated to promote safe and convenient travel for users of all ages and abilities, allowing for various modes of transportation such as pedestrian, cycling, automobiles, and transit…”

 

Under the existing MCRA 2021-02 General Engineering Consulting Services Agreement, staff has engaged consulting group, Calvin, Giordano & Associates (CGA), to perform professional engineering consulting services relating to streetscape improvements for SW 6th Street, which is an intensely used residential corridor within the CRA Boundary. It must be noted that SW 6th Street is also the main roadway used to access Southeast Park, located at the southeastern end of the corridor and which is used both locally and regionally.

 

The goal of this project is to provide streetscape and other related improvements for SW 6th Street, from State Road-7 to 49th Terrace. The scope of work consists of conducting a feasibility study with conceptual layouts of the improvements that would include: Landscaping and irrigation, median improvements, pedestrian lighting, decorative walkways, entryway monument sign for Southeast Park from State Road-7, traffic calming, bike paths, ADA upgrades, milling and resurfacing, and topographical survey.

 

The purpose of this agenda item is to conduct an initial review of SW 6th Street’s existing conditions and conceptual design options with the Board for discussion and possible action. CGA will be presenting this item to the Board.

 

It must be noted that staff has made special effort to provide notice to the public, particularly the SW 6th Street community, of the Board’s planned discussion of this SW 6th Street Streetscape Improvements project. The notices included placement of neighborhood meeting announcement signs along the SW 6th Street corridor, as well as postings on the City’s website and on social media platforms such as: Facebook, Twitter, and Nextdoor.

                                          

RECOMMENDATION: Provide Staff direction for moving forward with a SW 6th Street Streetscape conceptual design option(s).

                     

FISCAL IMPACT: Project is still at the conceptual stage. Fiscal Impact to be determined upon the Board’s further direction. After which, staff will provide an estimate of proposed implementation costs.
