RESOLUTION - APPROVING ALLOCATION OF AMERICAN RESCUE PLAN ACT ELIGIBLE REVENUE REPLACEMENT FUNDS AS SALARY EXPENSES FOR PUBLIC SAFETY; PROVIDING FOR CERTAIN LEGISLATIVE FINDINGS AND CONCLUSION; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND:  On March 11, 2021, the President of the United States signed into law the American Rescue Plan Act of 2021 (the “ARPA”), which is a $1.9 trillion economic stimulus bill.  The City received an allocation of $10,849,938 of ARPA funds which the City accepts and agrees to use for allowable multiple municipal and public purposes to benefit the citizens and residents of the City of Margate, all consistent with ARPA.  The Federal Treasury Department final rule effective April 1, 2022 allows a standard allowance for revenue loss of $10 million and allows the City to spend monies on government services through the period of performance. On April 20, 2022, the City Commission approved election of the standard allowance.

 

This proposed Resolution is to provide for $10,000,000 of eligible revenue replacement funds to be utilized as salary expenses for public safety.

 

RECOMMENDATION:                       For approval.

 

FISCAL IMPACT:                                             $10,000,000 in ARPA funds as revenue replacement
