Title

RESOLUTION - APPROVING THE WAIVING OF BIDDING FOR THE SOLE SOURCE PURCHASE OF AN AUTOMATIC LICENSE PLATE RECOGNITION AND VEHICLE FINGERPRINT CAMERA SYSTEM FROM FLOCK GROUP, INC. NOT TO EXCEED $48,400.00; RECURRING ANNUAL COST $43,500.00.

Body

BACKGROUND: Currently, the Margate Police Department utilizes the Vigilant Solutions Mobile License Plate reader as an investigative tool to support several facets of the department. Although the system is a tremendous asset, it is expensive to maintain as well as to add additional cameras that would make it possible to cover a wider spectrum throughout the City.

As stated in the sole source letter provided as backup documentation for the agenda item, Flock Group, Inc. is the sole provider of the monitoring, processing, and machine vision services that integrate with their cameras. Flock manufactures their cameras but does have partners who also sell the Flock manufactured cameras. However, in an effort to transition smoothly and efficiently into the cost-saving use of the Flock camera system, this agenda item request waiving of bidding to allow for the purchase of the cameras as well as the monitoring, processing and machine vision services directly from Flock under one umbrella agreement.
