APPROVAL OF A TEMPORARY USE AGREEMENT BETWEEN THE MCRA AND HILDEBRAND AMUSEMENT RIDES, INC., FOR USE OF MCRA PROPERTY AT 1000 NORTH STATE ROAD 7 TO HOLD A MARGATE SPRING BREAK FAIR

BACKGROUND: Joshua Rydell, on behalf of the event sponsor Margate Waterfront Foundation, Inc., and Hildebrand Amusement Rides, Inc., submitted a Special Events Application and a Temporary Use Agreement for use of the MCRA property located at 1000 North State Road 7 to hold a Margate Spring Break Fair. The elements of the request are consistent with that of 2023 Spring Break Fair held during spring break. The Margate Waterfront Foundation, Inc., is a registered Not For Profit organization based in Margate.

The applicant is requesting use of the property from March 12, 2024 through April 3, 2024 (total 23 days). The property would be used as follows:
* March 12 through March 14: Event set-up (3 days)
* March 15 through March 31: Operation of the Fair (17 days)
* April 1 through April 3: Event breakdown (3 days)

The request is to operate to Fair during the following hours:
* Monday through Thursday: 5 p.m. to 11 p.m.
* Friday: 5 p.m. to midnight
* Saturday: 1 p.m. to midnight
* Sunday: 1 p.m. to 11 p.m.

The Fair would include amusement park rides, kiddie rides, food vendors, arts & crafts vendors, games/midway, and live entertainment. The sponsor has not requested the use of the City stage or other considerations from the MCRA. Estimated attendance is 500 people on weeknights and 1,000 people on Fridays, Saturdays, and Sundays.

If the Board approves the use of MCRA property to hold the event, the request will also need to go through the City's Temporary Use Permit (TUP) process and go before the City Commission for approval due to the length of the event and the hours of operation.
