RESOLUTION - APPROVING THE FIRST AMENDMENT TO THE INTERLOCAL AGREEMENT FOR OPTIONAL COUNTY SERVICES FOR HOUSEHOLD HAZARDOUS WASTE AND BULK TRASH AND YARD WASTE DROP-OFF PROGRAMS.

BACKGROUND: On December 12, 2012, the City Commission passed Resolution 12-242 approving the Interlocal Agreement Between Broward County and City of Margate for Optional County Services (ILA) for Broward County to provide the City with their Household Hazardous Waste (HHW) Program and Bulk Trash and Yard Waste Drop-off Program ("Drop-off Program"). The HHW Program and the Drop-off Program consist of providing access to three (3) drop-off locations throughout Broward County wherein residents are able to drop-off their HHW, electronic waste, bulk waste, and yard waste. These locations are open every Saturday from 8 a.m. to 4 p.m. Additionally, as part of the HHW Program, Broward County holds one HHW collection event in the City and provides the City with recycled paint for distribution to Margate residents. The following table summarizes resident participation in the different aspects of these programs:

The ILA is set to expire on September 30, 2018 and does not contain a renewal provision. Broward County has agreed to amend the ILA to provide for an additional year of these programs while they assess the future of the programs.
RECOMMENDATION: Approve.
FISCAL IMPACT: No additional fiscal impact since this Amendment only provides for extension of the term. The 3% annual increase, which was already provided for under the existing Agreement, would amount to $4,262 for FY 2019.
