A RESOLUTION OF THE CITY OF MARGATE, FLORIDA APPROVING AWARD OF BID NO. 2023-007 - COMMUNITY SHUTTLE BUS SERVICES TO LIMOUSINES OF SOUTH FLORIDA, INC. (LSF) AT AN HOURLY RATE OF $68.98 FOR ALL SERVICE OPTIONS; PROVIDING FOR SUBSEQUENT BROWARD COUNTY APPROVAL AND ACCEPTANCE OF THE BID AWARD; PROVIDING FOR CITY MANAGER OR DESIGNEE AUTHORITY TO EXECUTE A SERVICE AGREEMENT AND RENEWALS WITH LSF FOR AN INITIAL THREE (3) YEAR TERM WITH TWO ADDITIONAL ONE (1) YEAR RENEWAL OPTIONS AND EXECUTE AN AMENDMENT TO THE INTERLOCAL AGREEMENT BETWEEN THE CITY AND BROWARD COUNTY FOR THE PROVISION OF SHUTTLE BUS SERVICES IN CONNECTION WITH THE LSF SERVICE AGREEMENT WITHOUT ADDITIONAL COMMISSION ACTION; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND: Under an interlocal agreement (ILA) with Broward County and in partnership with Broward County Transit (BCT), the City currently operates four community shuttle bus service routes. Shuttle bus operations are performed by a local provider who contracts directly with the City. The most recent agreement to perform the services at $47.50 per hour pursuant to Bid No. 2020-004 was awarded to Limousines of South Florida (LSF) and service under the agreement commenced on January 1, 2020. At the end of the initial two-year agreement period, the County did not agree to continue reimbursement for the services at a requested increased hourly rate based on the CPI as provisioned under the awarded agreement. To reestablish a reimbursement eligible service agreement, the City then became obligated to resolicit for the services under Bid No. 2023-007. LSF was the lowest responsive, responsible bidder and is recommended for award at $68.98 per hour.
